Surrey Police have said armed officers are leaving the scene of a standoff in Smallfield which has been ongoing for nine hours.A tweet posted by the force said they were 'stepping down' their response and when asked what this means a spokeswoman said armed officers are leaving the scene.Uniformed officers remain at the scene, however, and it is unclear at this stage if the armed police packing up means the man in question has been arrested.
